Wait a Sec, Isn't Collecting Rainwater Illegal?

Yesterday, the City Council unanimously approved Seattle Center's renovation plan, which includes a provision wherein rainwater will be collected and recylced onsite. But not quite a month ago, the P.I. had a very interesting article on how an obscure state law rendered such recycling illegal (rain is technically the property of the state, not individual municipalities), despite the fact that several cities have implemented formal programs to recycle rainwater. So will the state's rain cops soon be out in force? Does the state even have rain cops? These questions need answering — now!
