Wrong, he is part of the Legislature. The Lt. Governor is independently elected but he is also the President of the Washington State Senate and presides when they are on the floor. He has the ability to break a tie with his vote. He is an integral part of the legislative process.

Cheney, and now Biden, aren't a part of the US Senate, they are the "presiding officer." Usually it's the President Pro Tem who is presiding anyway, and they are just a regular Senator.
When was the last time he broke a tie in the WA State Senate? Not that integral.
Read the WASHINGTON Constitution and look up the definition of condescension, it means to talk down to people. They might even have a picture of you up there.
Anyway who really cares about this stupid commission anyway? What are they going to do? Something smart I bet.
